The New Mexico Office of Broadband Access and Expansion (OBAE) is accepting prequalification applications for the BEAD program. This process enables prospective applicants to establish their qualifications and capabilities to plan, finance, deploy, and maintain broadband networks while driving commercial success and adhering to all legal and regulatory requirements. OBAE aims to prequalify prospective applicants in advance of accepting project applications later this year.
Please refer to the BEAD Prequalification materials published on the Connect NM website to prepare your submission. These include the PDF version of the Prequalification Application, the Certification Template, the Other Public Funding Template, the Legal Considerations Reference Document, and the Submittable Applicant Guide. Please note that the completed Certification Template and Other Public Funding Template must be uploaded as part of your submission.
The Priority Deadline for prequalification submissions is October 14, 2024, at 11:59pm. Applications submitted by this time will receive priority in the review process, and complete applications will receive a decision by November 1, 2024.
The Final Deadline for prequalification submissions is November 1, 2024, at 11:59pm.
To begin the application, provide the unique entity identifier (UEI) from a SAM.gov registration pursuant to 2 C.F.R. § 25.300 in the textbox below. Applicants do not need to complete the full registration to receive a UEI; however, the UEI must be active.

Student Connect projects must be able to demonstrate a swift solution to an urgent connectivity issue, i.e. underserved students, within communities. A Scope of Work, Budget, and Schedule is necessary to complete the application process, as well as project summary. Awards will be determined according to the urgency of the identified issue and the ability of the awardee to execute the project quickly in order to satisfy the issue.
Only projects targeting rural public schools, and/or public schools on tribal nations, and rural public-school students, and/or public school students within a tribal nation, qualify. The respective School district/School's support, in writing, is mandatory for project consideration.
1. State Prevailing Wages must be followed [except for projects on Tribal Nation lands].
2. State Procurement process must be followed.
3. If you have existing assets which expedite project execution, they may be submitted as allowable expenses [determined by age and use of those assets].
4. 5G presence is an automatic disqualification for pursuit of these funds.
5. Funding cap per project proposal is $2,499,999.
6. Final submission for reimbursement can be no later than June 30, 2025.
7. Please use the latest US Census data for figures.
